| Abstract: | On July 2 in Mexico City, the Japanese Economic Affairs Office reported that during the first half of the year, Tokyo's Overseas Development Agency (ODA) loaned over US$1.17 billion to Latin American and Caribbean governments. Donations totaled US$78 million. Brazil received US$736.4 million worth of Japanese foreign aid to the region. Part of the total was earmarked to finance construction of sewer systems in the Guanabara Bay area, and a water treatment plant on the Tiete river. The second biggest loan package went to Mexico. A total of US$244.6 million was earmarked for rebuilding the national railway system's locomotive engines, upgrade and expansion of the Monterrey water treatment system, and reforestation near the capital city. Other Latin American nations to obtain big loans from the Japanese government during the first part of 1992 were Peru (US$28.8 million), and Nicaragua (US$15.5 million).
